Julian David is the CEO of techUK, the leading technology trade association that aims to realise the positive outcomes that digital technology can achieve for people, society, the economy and the planet.
Julian led the transformation of techUK from its predecessor Intellect in 2014, putting an increased focus on the growth and jobs the technology industry offers in a global economy. He has since led its impressive expansion driving forward the tech agenda in key areas such as skills, innovation, business success and public sector transformation. He leads techUK’s 90-strong team representing a thousand British based tech companies, comprising global and national champions and 600 SMEs. In 2020, techUK joined forces with TechSkills, the employer-led organisation that aims to improve the flow of talent into the digital workforce and open up access for all to high value tech jobs.
Julian represents techUK on a number of external bodies including the Digital Economy Council, the National Cyber Security Advisory Council and the Department of Business and Trade’s Strategic Trade Advisory Group. He is member of the NTA Advisory Board of DIGITALEUROPE and is a member of the Board of the Health Innovation Network the South London Academic Health Science Network.
Julian has over thirty years of experience in the technology industry. Prior to joining techUK, he had a series of leadership roles at IBM including Vice President for Small and Medium Business and Public Sector. After leaving IBM he worked as a consultant helping tech SMEs establish successful operations in the U.K. His personal interests include Football (West Ham, Balham FC and Real Madrid) and Art.

Antony Walker is deputy CEO of techUK, which he played a lead role in launching in November 2013.
Antony is a member of the senior leadership team and has overall responsibility for techUK’s policy work. Prior to his appointment in July 2012 Antony was chief executive of the Broadband Stakeholder Group (BSG), the UK’s independent advisory group on broadband policy. Antony was closely involved in the development of broadband policy development in the UK since the BSG was established in 2001 and authored several major reports to government. He also led the development of the UK’s world leading Open Internet Code of Practice that addresses the issue of net neutrality in the UK. Prior to setting up the BSG, Antony spent six years working in Brussels for the American Chamber of Commerce following and writing about telecoms issues and as a consultant working on EU social affairs and environmental issues. Antony is a graduate of Aberdeen University and KU Leuven and is also a Policy Fellow Alumni of the Centre for Science and Policy at Cambridge University.

Before joining techUK, Sharon worked for Accenture where she held a variety of senior HR roles in both generalist HR and specialist areas such as Performance Management and Reward, Employee Relations and Inclusion and Diversity. Prior to joining Accenture, Sharon also worked for BDO Stoy Hayward.

Sue leads techUK's Technology and Innovation work.
This includes work programmes on cloud, data protection, data analytics, AI, digital ethics, Digital Identity and Internet of Things as well as emerging and transformative technologies and innovation policy. She has been recognised as one of the most influential people in UK tech by Computer Weekly's UKtech50 Longlist and in 2021 was inducted into the Computer Weekly Most Influential Women in UK Tech Hall of Fame. A key influencer in driving forward the data agenda in the UK Sue is co-chair of the UK government's National Data Strategy Forum. As well as being recognised in the UK's Big Data 100 and the Global Top 100 Data Visionaries for 2020 Sue has also been shortlisted for the Milton Keynes Women Leaders Awards and was a judge for the Loebner Prize in AI. In addition to being a regular industry speaker on issues including AI ethics, data protection and cyber security, Sue was recently a judge for the UK Tech 50 and is a regular judge of the annual UK Cloud Awards.
Prior to joining techUK in January 2015 Sue was responsible for Symantec's Government Relations in the UK and Ireland. She has spoken at events including the UK-China Internet Forum in Beijing, UN IGF and European RSA on issues ranging from data usage and privacy, cloud computing and online child safety. Before joining Symantec, Sue was senior policy advisor at the Confederation of British Industry (CBI). Sue has an BA degree on History and American Studies from Leeds University and a Masters Degree on International Relations and Diplomacy from the University of Birmingham. Sue is a keen sportswoman and in 2016 achieved a lifelong ambition to swim the English Channel.

Matthew Evans leads techUK’s Market Programme teams and is a member of the senior leadership team.
The Market Programme teams help techUK members apply innovative technology solutions across a range of sectors, including the Public Sector, Telecoms, Climate, Financial Services and Cyber. Matt also leads our Nations and Regions work.
Matt sits on a number of industry bodies, including the UKspace Executive Committee and the Task & Finish Group on Industry Resilience for Critical Minerals. Matt has previously represented techUK on the Steering Board of the Electric Vehicle Energy Taskforce, Digital Framework Task Group and the advisory board for the Prospering from the Energy Revolution industrial challenge fund.
Prior to his appointment in early 2019, Matt led techUK’s Smart Infrastructure and IoT work, as well as being CEO of the Broadband Stakeholder Group (now Digital Connectivity Forum). During this time he led the telecoms industry’s approach to lowering the cost of network deployment, played a key role in coordinating it’s response to Brexit and was closely involved in the development of the Government’s Future Telecoms Infrastructure Review. He also assisted in the development of the UK’s first secure by design Code of Practice aimed at consumer IoT, oversaw the publication of a paper outlining the tech sector’s view of future mobility services and drove engagement around the use of digital twins.
Prior to joining techUK, Matt worked in Arqiva's public policy team, across the broadcast and telecoms markets. Before that he was a researcher for an MP at Westminster.

Prior to working at techUK, Oliver studied at Swansea and Bristol universities, attaining a masters in Policy Research. During this time he competed in debating competitions around the country where he discussed and deliberated various policy issues. Between his studies Oliver acted as a student assistant in mental health research for the SMaRteN student network.

Ed is Head of SME Engagement and is responsible for shaping techUK’s proposition to our SMEs across the country, ensuring our policy work, market access activity and services benefit the SME community.
Prior to working at techUK, Ed worked in the at the Department for International Trade, engaging with a variety of businesses, particularly SMEs, to understand the benefits of Free Trade Agreements and act as case studies in press and social media. Ed has also worked in policy and public affairs within the voluntary sector, namely the Alzheimer’s Society and the Men’s Health Forum.
Ed holds a MA in International Relations from Leiden University, and in his spare time enjoys spending time with his son, travelling, and visiting historical sites.

Tess is the Programme Manager for Digital Ethics and AI Safety at techUK.
Prior to techUK Tess worked as an AI Ethics Analyst, which revolved around the first dataset on Corporate Digital Responsibility (CDR), and then later the development of a large language model focused on answering ESG questions for Chief Sustainability Officers. Alongside other responsibilities, she distributed the dataset on CDR to investors who wanted to further understand the digital risks of their portfolio, she drew narratives and patterns from the data, and collaborate with leading institutes to support academics in AI ethics. She has authored articles for outlets such as ESG Investor, Montreal AI Ethics Institute, The FinTech Times, and Finance Digest. Covered topics like CDR, AI ethics, and tech governance, leveraging company insights to contribute valuable industry perspectives. Tess is Vice Chair of the YNG Technology Group at YPO, an AI Literacy Advisor at Humans for AI, a Trustworthy AI Researcher at Z-Inspection Trustworthy AI Labs and an Ambassador for AboutFace.
Tess holds a MA in Philosophy and AI from Northeastern University London, where she specialised in biotechnologies and ableism, following a BA from McGill University where she joint-majored in International Development and Philosophy, minoring in communications. Tess’s primary research interests include AI literacy, AI music systems, the impact of AI on disability rights and the portrayal of AI in media (narratives). In particular, Tess seeks to operationalise AI ethics and use philosophical principles to make emerging technologies explainable, and ethical.

As Head of Public Affairs, Alice supports techUK’s strategic engagement with Westminster, Whitehall and beyond. She regularly works to engage with ministers, members of the UK’s parliaments and senior civil servants on techUK’s work advocating for the role of technology in the UK’s economy as well as wider society.
Alice joined techUK in 2022. She has experience working at both a political monitoring company, leading on the tech, media and telecoms portfolio there, and also as an account manager in a Westminster-based public affairs agency. Luisa C. Cardani is the Head of the Data Centres Programme at techUK, aiming to provide a collective voice for UK operators and working with government to improve business environment for the data centres sector.
Prior to joining techUK, Luisa worked in the Department for Digital, Culture, Media and Sport as the Head of International Data Protection, where she led on the development of elements of the UK's data protection and privacy policy. In her role, she was also the UK official representative for the EOCD Privacy Guidelines Informal Advisory Group.
She has held a number of position in government, including leading on cross-cutting data provisions in the EU-UK Trade and Cooperation Agreement, and in high priority cross-departmental projects when working in the Department of Business, Energy and Industrial Strategy.

Sabina Ciofu is Associate Director – International, running the International Policy and Trade Programme at techUK.
Based in Brussels, she leads our EU policy and engagement. She is also our lead on international trade policy, with a focus on digital trade chapter in FTAs, regulatory cooperation as well as broader engagement with the G7, G20, WTO and OECD.
As a transatlanticist at heart, Sabina is a GMF Marshall Memorial fellow and issue-lead on the EU-US Trade and Technology Council, within DigitalEurope.
Previously, she worked as Policy Advisor to a Member of the European Parliament for almost a decade, where she specialised in tech regulation, international trade and EU-US relations.
Sabina loves building communities and bringing people together. She is the founder of the Gentlewomen’s Club and co-organiser of the Young Professionals in Digital Policy. Previously, as a member of the World Economic Forum’s Global Shapers Community, she led several youth civic engagement and gender equality projects.
She sits on the Advisory Board of the University College London European Institute, Café Transatlantique, a network of women in transatlantic technology policy and The Nine, Brussels’ first members-only club designed for women.

Prior to joining techUK in April 2022, Heather worked in the Economic Policy and Small States Section at the Commonwealth Secretariat. She led the organisation’s FinTech programme and worked to create an enabling environment for developing countries to take advantage of the socio-economic benefits of FinTech.
Before moving to the UK, Heather worked at the Office of the Prime Minister of The Bahamas and the Central Bank of The Bahamas.

Rory joined techUK in June 2023 after three years in the Civil Service on its Fast Stream leadership development programme.
During this time, Rory worked on the Government's response to Covid-19 (NHS Test & Trace), school funding strategy (Department for Education) and international climate and nature policy (Cabinet Office). He also tackled the social care crisis whilst on secondment to techUK's Health and Social Care programme in 2022.
Before this, Rory worked in the House of Commons and House of Lords alongside completing degrees in Political Economy and Global Politics.
Today, he is techUK's Programme Manager for Emerging Technologies, covering dozens of technologies including metaverse, drones, future materials, robotics, blockchain, space technologies, nanotechnology, gaming tech and Web3.0.

Cutting his teeth working for Skills Matter, London’s developer community hub, Austin then moved to GovNet Communications where he launched Blockchain Live and the Cyber Security and Data Protection Summit. For the last 3 years he has worked with leaders in education across the state and independent schools sectors, from primary up to Higher education, with a strong research interest in technology and education management.

Ashley Feldman is the programme manager for transport and smart cities at techUK. Before joining techUK, Laura worked internationally as a conference researcher and producer covering enterprise adoption of emerging technologies. This included being part of the strategic team at London Tech Week.

Prior to joining techUK, Georgie spent 4 and a half years managing a Business Crime Reduction Partnership (BCRP) in Westminster. She worked closely with the Metropolitan Police and London borough councils to prevent and reduce the impact of crime on the business community. Her work ranged from the impact of low-level street crime and anti-social behaviour on the borough, to critical incidents and violent crime.

Viola Pastorino is a policy, governance, and strategic communication specialist.
She joined techUK as the Junior Programme Manager in the Health and Care Team in April 2024.
She has obtained a Bachelor of Sciences in Governance, Economics, and Development from Leiden University, and a Master's programme in Strategic Communications at King's College London. Her academic background, leading up to a dissertation on AI policy influence and hands-on campaign development, is complemented by practical experience in international PR and grassroots project management.
She is skilled in qualitative and quantitative analysis and comfortable communicating findings to varying stakeholders. Above all, she is deeply passionate about the intersection of technology and government, especially how technology and global discourse shape one another, the processes that lead to belief polarisation and radicalisation of communities, and crafting strategic narratives that steer public discourse.

Prior to joining techUK, Matt worked for several national education charities and membership bodies to develop their regional partnerships with schools, academy trusts, local authorities, and other stakeholders. He’s also worked with local authority leaders and other stakeholders to engage communities, work with elected members and improve public services.

As Associate Director for Policy Neil leads on techUK's public policy work in the UK. In this role he regularly engages with UK and Devolved Government Ministers, senior civil servants and members of the UK’s Parliaments aiming to make the UK the best place to start, scale and develop a tech business.
Neil joined techUK in 2019 to lead on techUK’s input into the UK-EU Brexit trade deal negotiations and economic policy. Alongside his role leading techUK's public policy work Neil also acts as a spokesperson for techUK often appearing in the media and providing evidence to a range of Parliamentary committees.
In 2023 Neil was listed by the Politico newspaper as one of the '20 people who matter in UK tech' and has regularly been cited as a key industry figure shaping UK tech policy.

Prior to this role, Margot managed events and external affairs for the Centre for Policy Studies, a political think tank in Westminster and also worked at the D Group, a London-based business membership organisation, where she was responsible for the events programme, account management and business strategy.
She holds a BA in Technical Translation in English, French and Spanish from Paris 7 - Denis Diderot and a MA in International Relations from the London Metropolitan University.
Outside of work, she enjoys travelling, going to concerts and snowboarding.

Fred is responsible for techUK's activities across the Defence and National Security sectors, working to provide members with access to key stakeholders across the Defence and National Security community. Before taking on the role of Associate Director for Defence and National Security, Fred joined techUK in 2018, working as the Programme Head for Defence at techUK, leading the organisation's engagement with the Ministry of Defence. Before joining techUK, he worked at ADS, the national trade association representing Aerospace, Defence, Security & Space companies in the UK.
Fred is responsible for techUK’s market engagement and policy development activities across the Defence and National Security sectors, working closely with various organisations within the Ministry of Defence, and across the wider National Security and Intelligence community. Fred works closely with many techUK member companies that have an interest in these sectors, and is responsible for the activities of techUK's senior Defence & Security Board. Working closely with techUK's Programme Head for Cyber Security, Fred oversees a broad range of activities for techUK members.
Outside of work, Fred's interests include football (a Watford FC fan) and skiing.

Tania joined the Marketing and Communications team at techUK as a Social Media and Content Manager in July 2022.
Prior to techUK, Tania worked at early-stage tech start-ups (both art-tech and fintech). With a creative educational background (BA in Fine Arts and MA in Writing), Tania developed the core skills to grow expertise in content creation across various formats. Tania is passionate about organic growth and community building and she will help build and expand techUK’s incredible community of thought leaders.

He previously worked at an advocacy group for tech startups, with a regional focus on Wales. This involved policy research on innovation, skills and access to finance.

Andy joined techUK in August 2022 as Head of Programme – Financial Services. His role includes leading techUK’s work in building a greater understanding of the 'technological art of the possible' in order to apply it to the reform and evolution of financial systems.
Before joining techUK, Andy worked for a number of other bodies in the financial services sector, including the British Insurance Brokers’ Association, where in addition to owning policy and public affairs, he was also responsible for fostering InsurTech in the sector.
Andy has a degree in Human Biology and holds a Certificate in Insurance (Cert CII) qualification from the Chartered Insurance Institute. Outside of work, Andy is an avid cyclist and races competitively both on the road as well as the velodrome.- Email:

Prior to joining techUK, Raya worked in Business Development for an expert network firm within the institutional investment space. Before this Raya spent a year in industry working for a tech start-up in London as part of their Growth team which included the formation and development of a 'Let's Talk Tech' podcast and involvement in London Tech Week.
Raya has a degree in Politics and International Relations (Bsc Hons) from the University of Bath where she focused primarily on national security and counter-terrorism policies, centreing research on female-led terrorism and specific approaches to justice there.

Audre joined techUK in July 2023 as a Policy Manager for Data. Previously, she was a Policy Advisor in the Civil Service, where she worked on the Digital Markets, Competition and Consumers Bill at the Department for Science, Innovation and Technology, and at HM Treasury on designing COVID-19 support schemes and delivering the Financial Services and Markets Bill. Before that, Audre worked at a public relations consultancy, advising public and private sector clients on their communications, public relations, and government affairs strategy.
Prior to this, Audre completed an MSc in Public Policy at the Korea Development Institute and a Bachelor's in International Relations and History from SOAS, University of London. Outside of work, she enjoys spending time outdoors, learning about new cultures through travel and food, and going on adventures.

Robert previously worked at the Pension Protection Fund, within the policy and public affairs team. Prior to this, he worked at the Scottish Parliament, advising politicians and industry stakeholders on a wide range of issues, including rural crime and health policies.
Robert has a degree in Politics and International Relations (MA Hons) from the University of Aberdeen, with a particular focus on strategic studies and energy security. Outside of work he enjoys activities such as running, rugby, boxing and cooking!

Jake has been the Policy Manager for Skills and Future of Work since May 2022, supporting techUK's work to empower the UK to skill, attract and retain the brightest global talent, and prepare for the digital transformations of the future workplace.
Previously, Jake was the Programme Assistant for Policy. He joined techUK in March 2019 and has also worked across the EU Exit, International Trade, and Cloud, Data Analytics and AI programmes.
He also holds an MA in International Relations from the University of Sussex, as well as a BA(Hons) in International Politics from Aberystwyth University. During his time at Aberystwyth University, he won the International Politics Dissertation Prize.

Lewis' programmes cover a range of policy areas within Market Access (international trade regulation, sanctions and export controls, technical standards and product compliance, supply chains) and Consumer Tech (media and broadcast policy, consumer electronics, and connected home technology).
Prior to joining techUK, Lewis worked in government affairs and policy roles for international trade associations in Southeast Asia including the American Malaysian Chamber of Commerce and the European Chamber of Commerce in Cambodia.

Jeremy is the programme manager responsible for the defence programme, which works to help the UK's defence technology sector align itself with the Ministry of Defence including Defence Digital.
Prior to joining techUK, from 2016-2024 Jeremy was International Security Programme Manager at the Royal United Services Institute (RUSI). In that role he coordinated the team’s research and impact activities for funders including the FCDO and US Department of Defense, as well as business development and strategy.
Jeremy has a MA in International Relations from the University of Birmingham and a BA (Hons) in Politics & Social Policy from Swansea University.
